Pact for better living in Nunavik
Pivallianiq, meaning positive change in Inuktitut, is a key program implemented across all 14 Nunavik communities. This program, a top priority for NHB, encompasses awareness, information, and policy initiatives aimed at maintaining dwellings and equipment, reducing vandalism through youth engagement, and enhancing Nunavik’s living environment.
Better living is achieved through:
- Commitment: Individual actions fuel a community-wide movement to beautify our environment.
- Accountability: Taking responsibility for the leased property by maintaining it well and paying rent on time.
- Preservation: Conserving water and energy and protecting the delicate northern ecosystem.
- Respect: Valuing assets and people and considering future generations who will inherit our resources.
- Transmission: Passing on maintenance skills, experiences, and practices to younger generations and peers.

Overview of the Initiative
The “Pay Your Rent” campaign is designed to encourage timely rent payments among tenants, fostering a culture of financial responsibility and community support. This initiative is crucial in ensuring the sustainability and efficiency of our housing services, benefiting both tenants and the broader community.
Scope of the Campaign
The campaign targets all tenants within our housing network, with a particular focus on those who have experienced challenges in maintaining consistent rent payments. Our goal is to provide them with the resources and incentives necessary to keep up with their obligations.
Objectives
- Increase Awareness: Educate tenants about the importance of timely rent payments and the direct impact on their housing services.
- Provide Support: Offer guidance and assistance to tenants facing financial difficulties, including budget planning and financial counseling.
- Encourage Compliance: Implement a series of incentives, including discounts and rewards, for tenants who consistently pay their rent on time.
- Reduce Arrears: Aim to significantly lower the rate of overdue rent payments across our housing portfolio.
Linking to rewards
As part of the campaign, we are introducing a series of discount offers, prizes or gifts as rewards for timely payments. These offers are designed to provide financial relief and positive reinforcement, making it easier and more attractive for tenants to stay current with their rent. The discounts will be tiered based on payment consistency, with greater rewards for long-term adherence to payment schedules.
Results from the 2023 Initiative
Building on the successes and lessons learned from our 2023 efforts, which saw a marked improvement in payment rates and tenant engagement, we are refining our approach for even greater impact. The data from 2023 has shown that tenants respond positively to structured incentives and clear communication, which will be central to this year’s campaign.

Home Ownership

The Home Ownership Program (HOP) is designed to improve housing conditions in Northern villages and facilitate home ownership. The program includes:
- Training and Support: Provides households with information on purchasing, managing, and maintaining property.
- Purchase and Construction Assistance: Aids individuals in buying or building homes at reasonable costs.
- Renovation Assistance: Offers financial support for homeowners looking to renovate.
- Occupancy Assistance: Helps cover ongoing costs like municipal taxes and home insurance premiums.
Eligibility Criteria:
Open to residents of the Nunavik region aged 18 and above who have lived there for at least a year, or Inuit beneficiaries of the James Bay and Northern Québec Agreement. Cooperatives and nonprofits with headquarters in Nunavik, owning residential units within the program scope, intended for non-employee residents.
Financial Assistance Details:
- Purchase and Construction: Assistance is 75% of the recognized cost for constructing a dwelling, with increased support in remote villages. For nonprofits or housing cooperatives, the assistance is 90%.

- Occupancy Assistance: Provides a 75% subsidy for municipal taxes and 30% for home insurance premiums, with support available for up to 15 years and renewable every five years.
Eligible Buildings
Must be residential or partially residential, comply with local master plans, and located within the 14 Northern villages.
